Chichester Board of Selectmen
Minutes of Meeting
Tuesday June 06, 2017

Members Present: Jeff Jordan, Tom Jameson, Ed Millette, Jodi Pinard Town Administrator, Kristy Barnouski Administrative Assistant.

Others Present: Chief Clarke, Chief Quimby, Mr. Plunkett, Mr. Martell, Bob Mann, Donna Chagnon, Brian Searles, Zach Boyijian, and other members of the public.

Call to Order Mr. Jordan called the meeting to order at 6:30pm

Department Heads-

Fire Department
Chief Quimby stated that a resident donated a craftsman leaf blower to the Chichester Fire Department.

Mr. Millette made a motion and Mr. Jameson seconded to accept the donation by a resident of a Craftsman leaf blower to the Chichester Fire Department.  Motion passes.

Mr. Searles has been working with other departments to receive a grant available for accident and barricade supplies.  Mr. Martell will be working on filling out the grant application.  

The Annual pump tests have been done on all the trucks, all of which passed inspection.

Highway-
Mr. Plunkett stated that the construction of the sander rack is making progress.

The overhead door on the shed let go on Monday morning and will be fixed next week.  

The new grader should be delivered by the end of June.  

Mr. Plunket stated that he is working the parking lot for library into the schedule. He is installing a dry well to help water overflow from the well.  

Mr. Plunkett stated that the Fire Department wanted to burn the roof of the old snack shack for training

A check from James St. Jean was received for $3,600.00 for the old Highway pickup truck that was sold at the state auction.

Busby is delayed due to all the rain but will be starting paving as soon as they can.

Library-
June 17th is the open house for the new addition to the Library.  The event goes from 9:00am-12:00pm and will include the unveiling of the painting of Shirley Waters pond and a plaque. Refreshments will be served.  There will also be a book sale.

Toddler time and preschool reading stops next week. Summer reading starts first week of July.
The Library is happy to report that the little book houses are up and running.
Library Trustees meet on the 3rd Monday of the month and it is open to public at 4:00pm

Parks and Recreation-
Mr. Boyijian stated that they put out to bid the construction of an Amp Theater, expand the playground, and fix the trail.  They currently have $15,000.00 of the grant balance to go for contract. Parks and Rec also have money they could request from the capital reserve as well.
Mr. Boyijian stated that they would like to do portion of the trail repair where the area behind the dugout washes out and complaints have been made.  They are asking to withdraw $8,000.00 for the remaining balance.

Mr. Jameson made a motion and Mr. Millette seconded to expend up to $8,000.00 to use for match of the Land and Conservation Grant Fund from the Parks and Recreation Capital Reserve Fund. Motion passes.

Police Department-
Chief Clarke stated that he is working on a way to fund the new Tasers needed.

Chief Clarke stated that medical supplies were used on scene at a large accident, such as the ACS gauze and needs to be replaced in cruisers.  Tunicates are also needed to carry in a pouch that fits inside the bullet proof vests.    
The cost will be $350.00 for the gauze and $625.99 for the tunicates with a total of $975.99.

Mr. Jordan made a motion and Mr. Millette seconded to expend up to $975.99 out of the Police Equipment Capital Reserve Fund to purchase tunicates and ACS gauze.  Motion passes.

Mr. Jordan stated to Chief Clarke that he had received many compliments of how great the department was running and he congratulated him on a job well done.  Mr. Millette also stated that being on the Fire Department he hears of all the incidents in Town and he was told that the responding Officers did a remarkable job and most likely saved the victims life.  

Public Hearing-Barn Easement-
Robert Mann applied for a barn easement.  All three Selectmen visited the barn to view the structure.  Mr. Jordan stated that he had the pleasure of visiting the barn and he was impressed with the structure and how well done the application was.

Mr. Jordan led the Board through the Barn Easement application.

Mr. Jordan made a motion and Mr. Jameson seconded the approval of the Chichester, NH Discretionary preservation Easements for Historic Agricultural Structures. Motion passes.

Public Hearing- Revision of Fee Schedule
The Board reviewed the changes to be made on the fee schedule.  

Mr. Millette mad a motion and Mr. Jordan seconded to accept the proposed fee schedule.  Motion passes.

Other business-
Ms. Noel sent a letter to DOT requesting to put the wooden signs on Main Street to maintain its rural character. They are hoping to hear back and get the signs up in a timely manner.   

Flags on utility poles
3x5 flag that hangs on Utility poles on Main Street.

Mrs. Pinard asked that the Selectmen support 3x5 flags being put up on every other telephone poll.   The Police Association, the Fire Association and the Heritage Commission will all contribute money to purchase the flags and the Police Association will install them.  Mrs.  Pinard has been in touch with Unitil to obtain permission.   Ms. Noel stated she received a quote from flag works for 24.90 per flag.   

The consensus of the Board was to support putting flags on every other flag pole on Main Street from Route 4 to Route 28.

Building Inspector Agreement
Mr. Jameson made a motion and Mr. Jordan seconded to sign a contract for Bill Lake of Loudon to cover for Mr. Cole
during his vacation.

Old Home Day Donation-
A motion was made by Mr. Jordan and seconded by Mr. Jameson pursuant to RSA 31:19, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $100.00 received from the Chichester Police Association in support of Old Home Day. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes.

Old Home Day Donation-
A motion was made by Mr. Jordan and seconded by Mr. Jameson pursuant to RSA 31:19, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $734.00 received from the 501C3 Old Home Day Committee in support of Old Home Day. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes.

The Historical Society would like to place a sign similar of Thunder Bridge’s located at the Morrill Cemetery located on Staniels Road.   The Historical Society will speak with Mr. Plunkett for placement approval.  

Due to the Holiday weekend the Board of Selectmen’s Meetings will be held on July 11, and July 18.  

Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Jameson to adjourn the meeting at 8:08pm. Motion passes.
